Publication of the report “Misuse of Special Service Agreements in the Central Level”
D+, on December 7, presented the report “Misuse of Special Service Agreements in the Central Level”, through the discussion table which brought together representatives from ministries, independent institutions, public enterprises and civil society.
Some of the findings indicate that institutions fill vacant positions using special service agreements, rather than using regular recruitment procedures. In addition, these agreements are used to extend the term of work for consultants contracted through the procurement of special services.
In this regard, D+ recommended:
- Institutions must stop hiring people for routine work in offices/departments/ directorates, disguised as consultants or experts of specific jobs;
- Institutions hiring consulting services must coordinate with the Tax Administration of Kosovo (ATK) to establish a standardized method for payment of taxes by contracted consultants;
- The lack of staff in institutions should be addressed to the Ministry of Internal Affairs, which is responsible for public administration, including staff recruitment, in order to recruit competent persons through regular recruitment procedures.
